What is KfW Construction Supervision?

KfW Construction Supervision refers to the technical accompaniment of your renovation or new-build project by a registered Energy Efficiency Expert (EEE). Anyone who wants to claim KfW funding — for example via programme 261 for renovating residential buildings to an Efficiency House standard — cannot avoid this accompaniment. The federal funding mandates it, because only a qualified expert can properly verify that the energy target has been reached.

The expert issues two central documents: the Confirmation of Application (BzA) before the measures are commissioned, and the Confirmation after Completion (BnD) at the end of the project. The BzA is the basis for the KfW application submitted via your house bank — it demonstrates that the planned project will reach the desired standard on paper. The BnD confirms after completion that the implementation matches the plan and that the funding can be drawn down.

The cost of the construction supervision itself is generally co-financeable — KfW 261 provides a dedicated funding share for it, so the economic burden for owners remains manageable.   • Trade interfaces Coordination of heating/envelope/ventilation, handovers between trades. Most building defects arise at interfaces — we moderate and document the transitions between trades.

How KfW Construction Supervision runs

Construction supervision follows a clear five-phase scheme — from the first concept to the funding drawdown after completion. Each phase has defined deliverables and interfaces.

  1. Initial consultation & concept(1–2 appointments)

    In the initial consultation we clarify the starting situation: which measures are planned, which KfW standard is appropriate, which funding programmes fit your project? For existing buildings in Munich, Grünwald or by Lake Ammersee we assess the building fabric, heating age and renovation status. From this we develop a consolidated measure and funding concept, which we coordinate with you and, where applicable, with the architect and heating planner.

  2. BzA confirmation & KfW application(2–4 weeks before commissioning)

    We calculate the target object using approved software, prepare the Confirmation of Application (BzA) and transmit the KfW ID. You submit the funding application via your house bank — before commissioning the measures, which is a hard KfW requirement.   3. Planning & execution accompaniment(ongoing)

    During detailed planning and tendering we accompany the technical clarification: plausibility checks of tenders and offers, comparison of component values against the BzA assumption, technical queries to contractors and specialist planners. If changes occur — for example different insulation materials or an alternative heating system — we check the impact on the KfW standard and adjust the verifications before incorrect routes are commissioned.

  4. Site supervision & spot checks(3–6 site visits)

    On site we carry out spot checks: review component execution, document connection details, verify the airtightness concept and, where appropriate, organise a blower-door test. We photograph critical layers before they are closed, coordinate with the architect and site manager as needed, and intervene early if the execution deviates from the KfW plan. This is the phase in which construction supervision actually saves money.

  5. BnD confirmation & funding drawdown(after completion)

    After construction is finished we prepare the Confirmation after Completion (BnD): it documents the measures actually implemented, the component and system values achieved and confirms the Efficiency House standard reached. Together with the proof-of-use documents, the BnD goes to your house bank, which triggers the funding drawdown with KfW. We remain your interface for any queries from the bank or KfW.

When is KfW Construction Supervision mandatory?
Always whenever you want to claim KfW funding for renovation or climate-friendly new build — in particular for the programmes KfW 261 (Efficiency House renovation), KfW 297/298 (climate-friendly new build) and in part KfW 262 (single measures). KfW requires accompaniment by an Energy Efficiency Expert listed on the dena expert register for federal funding. Without a BzA there is no application, without a BnD there is no funding drawdown.
What is a BzA (Confirmation of Application)?
The Confirmation of Application (BzA) is the technical application document prepared by the Energy Efficiency Expert before the measures are commissioned. It contains the calculation-based verifications for the planned Efficiency House standard, the key component and system values and a unique KfW ID. With the BzA you submit the funding application to KfW via your house bank. The BzA must be in place before the construction services are commissioned — that is a hard KfW requirement.
What is a BnD (Confirmation after Completion)?
The Confirmation after Completion (BnD) is the closing document of construction supervision. After completion of the measures, the Energy Efficiency Expert checks whether the components, systems and connections actually implemented match the plan (BzA). If they do, the achieved Efficiency House standard is confirmed in writing. You submit this BnD together with the proof-of-use documents to your house bank — it is the basis for the funding drawdown with KfW.
Does the Energy Efficiency Expert have to be on a register?
Yes. KfW only accepts confirmations from Energy Efficiency Experts listed on the dena expert register for federal funding. This register is the official quality assurance within the funding procedure — it ensures that the expert is technically qualified and demonstrates regular continuing education. Marc Strassner (enbe Energieberatung GmbH) is listed on this register and therefore authorised to issue BzA and BnD confirmations for KfW measures.
How high is the KfW subsidy for construction supervision?
The cost of KfW Construction Supervision is itself eligible for funding within programme 261 — KfW grants a proportional repayment subsidy (Tilgungszuschuss). The specific rates and ceilings change from one funding year to the next and differ by programme. In the initial consultation we check which subsidy share currently applies to your project and how the effective own contribution works out. A blanket promise would not be serious — the funding landscape is too dynamic for that.
Can I commission construction supervision without KfW funding?
Yes, that is possible and often makes sense. Even without KfW funding, owners benefit from independent technical accompaniment: quality assurance of execution, detail checks on site, mould and moisture protection, technical plausibility checks of offers. What happens if the measures deviate from the planned standard?
Deviations are normal in construction — what matters is how early they are identified and assessed. If a change occurs on site (e.g. different insulation thickness, alternative heating system, modified windows), we recalculate the impact on the KfW standard and adjust the verifications. If the target standard remains achievable, the funding is safeguarded. If not, we look early on for compensation. In the worst case the BnD is adjusted to the changed standard — what matters is not to breach KfW conformity silently.
How many on-site appointments are needed?
That depends on the depth of the renovation and the construction sequence. For a typical KfW 261 renovation on a single-family home in Munich or the Five Lakes Region we plan three to six site visits — initial survey, envelope before closing, heating before commissioning, ventilation where applicable, blower-door and final walk-through. For multi-family or complex renovations there can be significantly more. We coordinate the rhythm with your architect and site manager so the supervision fits the construction sequence.
