FKG Munich (Förderprogramm Klimaneutrale Gebäude — municipal subsidy programme for climate-neutral buildings)
Definition
The Förderprogramm Klimaneutrale Gebäude (FKG) of the City of Munich was introduced in 2017 and is administered by the Department for Climate and Environmental Protection. It is open to private owners, homeowner associations, companies and registered associations in the Munich city area. Eligible measures include energy renovation, heating modernisation with renewable energy, photovoltaics, solar-thermal systems, heat pumps, district heating connection, district-level renovation and neighbourhood concepts. The application logic differs from federal funding: applications are submitted through the city's online forms and processed by the City of Munich. Conditions, funding rates and eligible measures are regularly adjusted — we review the current programme guideline for every application. Most important precondition: the property must be located within the Munich city area. Combination with federal funding such as BEG EM or KfW 261 is possible, subject to the applicable combination rules.
When is the term used?
The FKG is the most important local funding lever for owners in Munich and is often overlooked in practice because the application path runs separately from BEG/KfW. Federal funding sits with BAFA and KfW, while the FKG runs entirely through the City of Munich. At enbe we accompany FKG applications regularly and integrate the programme into the overall funding strategy. The sequence matters: applications must be filed before measures start, and combining federal and municipal programmes requires careful planning to avoid double funding. Current programme status and conditions are taken from the currently applicable guideline of the City of Munich.
