EEE — Energy Efficiency Expert
Definition
An Energy Efficiency Expert, EEE for short, is a qualified professional — typically an architect, civil engineer, energy consultant or master craftsperson with additional qualification — who is listed on the dena expert register for federal energy efficiency funding. Listing requires evidence of a basic qualification (a degree or equivalent), a certified further training and an obligation to regular continuing education. The dena (Deutsche Energie-Agentur, German Energy Agency) maintains the register on behalf of the federal government. Only listings via this register entitle an expert to support applications in many funding programmes: the BAFA Energy Consulting for Residential Buildings (EBW, formerly EBN) including the individual Renovation Roadmap (iSFP), the KfW programmes 261, 262, 297 and 298 for renovation and climate-friendly new builds and individual measures within the Federal Funding for Efficient Buildings — Individual Measures (BEG-EM). When is the term used?
The involvement of an EEE is mandatory in many funding programmes — for example for the iSFP, for KfW Effizienzhaus funding and for major individual measures. The EEE typically takes on planning, the preparation of the Confirmation of Application (BzA), construction supervision and the final Confirmation after Completion (BnD). For pre-purchase advisory or Energy Performance Certificates, a dena listing is not strictly required, but it is a quality marker in practice. Owners should always verify the listing in the public dena register, since only listed experts can effectively support funding applications.
