BzA — Confirmation of Application
Definition
The Confirmation of Application, BzA for short, is a central mandatory document within the KfW funding programmes for residential buildings (Wohngebäude), in particular programmes 261, 262, 297, 298 and the Climate-Friendly New Build subsidy (KFN). It is issued exclusively by an Energy Efficiency Expert (EEE) listed on the dena expert register for federal energy efficiency funding. The BzA contains the planned energetic parameters of the building, the targeted Effizienzhaus efficiency house class, an overview of the planned measures and a calculation of the eligible costs. It is the technical basis on which KfW reviews and approves the funding application. Without a valid BzA, the owner cannot apply for KfW funding. It is essential that the BzA is prepared and submitted before any contractors are commissioned — otherwise the entitlement to funding lapses. The BzA also documents compliance with technical minimum requirements and is therefore the basis for the later proof of use (Verwendungsnachweis).
When is the term used?
The BzA is typically prepared at the beginning of a KfW-funded renovation project, after the basic scope is defined and before contracts are signed with tradespeople. It is relevant for all residential renovations that aim to use a KfW loan or repayment subsidy (Tilgungszuschuss) — for example renovations to an Effizienzhaus class, heating replacements via KfW or climate-friendly new builds. Owners submit the BzA together with the funding application through their main bank (Hausbank), since KfW as a promotional bank pays out only via the Hausbank principle. After implementation, the Confirmation after Completion (BnD) follows.
