BEG EM — Federal Funding for Efficient Buildings Single Measures (Bundesförderung effiziente Gebäude Einzelmaßnahmen)

Definition

The Federal Funding for Efficient Buildings — Single Measures (BEG EM) is the most important funding instrument for individual energy renovation measures. Unlike BEG WG (whole-house renovation to an efficiency house standard), BEG EM funds a single measure rather than an overall standard. Since 2024 the programme is split into two tracks: heating funding runs through KfW (programme 458 for owner-occupiers, programme 461 for landlords, homeowner associations and non-residential buildings). Measures on the building envelope (insulation of walls, roofs, basement ceilings, windows, doors) and ventilation systems are still handled by BAFA. Shared principles: application BEFORE awarding the contract to the specialist company, mandatory involvement of an energy efficiency expert (EEE) in many cases, and compliance with technical minimum requirements.

When is the term used?

In 2026 the BEG EM is by far the most important funding instrument for single measures. Funding rates vary depending on the measure, building type and applicable bonuses. Important: for each application we verify the currently applicable technical requirements and conditions, as the funding guidelines change repeatedly. Eligible measures include heat pumps, biomass systems, solar-thermal systems, insulation, window and door replacement and ventilation systems with heat recovery. Bonuses apply for particularly efficient systems, for replacing heating systems and for implementing measures from a valid individual renovation roadmap (iSFP bonus of 5 percent on envelope measures).
