What is BAFA energy consulting?

The "Energy Consulting for Residential Buildings" programme — EBW for short — is a federal funding scheme administered by the Federal Office for Economic Affairs and Export Control (BAFA). It is aimed at owners of single-family, two-family and multi-family homes who want a structured overview of the energy condition of their building and the most sensible renovation steps. The federal government subsidises the consultation on a pro rata basis because qualified energy consulting experience-based leads to more economical renovation decisions — but funding is only granted if the energy consultant carrying out the work is listed on the dena expert register for federal energy efficiency funding.

In the vast majority of cases, the central outcome of the BAFA consultation is an individual renovation roadmap (iSFP). This standardised document not only shows the current state of your building — thermal bridges, U-values, heating technology, ventilation, hot water, consumption — but also describes a consistent renovation strategy. You see which measures make economic sense in which order, how energy consumption develops and which funding programmes match. The iSFP therefore differs significantly from a pure consumption- or demand-based energy certificate: it is an action guide, not an assessment document.

The funding runs directly through the energy consultant. We submit the application in your name with our consultant number, the BAFA approves — and after the consultation has been completed, the subsidy flows to you as the owner. Important: the exact funding rates change occasionally because the BAFA regularly adjusts its guidelines and federal budget decisions are taken into account. We clarify the currently valid rates and maximum amounts transparently for your specific property in the initial consultation — including an honest assessment of when the funding application should ideally be submitted if a change in guidelines is foreseeable.

On-site versus online — why it makes a difference

Many online providers advertise "BAFA energy consulting within 48 hours" and work exclusively with questionnaires, photos and standard assumptions. While this is formally permitted under the guidelines, it has one decisive disadvantage: the consultant never sees the building. Thermal bridges at the roof connection, actual component thicknesses, earlier undocumented renovations, the real condition of the heating system, weak points in the building physics, moisture damage hidden behind furniture, suspended ceilings or mixed masonry — all of this can only be roughly estimated from photos and forms. For renovation decisions involving five- or six-figure sums, this fuzziness is a real problem.

We do things differently. An on-site appointment with you usually takes 3 to 4 hours, longer for larger multi-family buildings. We take measurements, check connection details, look into the boiler room, talk to you about your heating behaviour over the past years, scrutinise consumption data and document what is actually installed — not what old plans show. The result: the recommendations in the iSFP are more reliable, the economic calculation more precise, and you will not later invest in measures that miss the mark for your building.

Process of the BAFA energy consultation

From the initial enquiry to the paid-out subsidy, a BAFA energy consultation typically takes 8 to 12 weeks. As the owner, you have clearly defined touchpoints — we take care of the rest, in particular all funding correspondence with the BAFA. This keeps the effort on your side manageable.

  1. Initial consultation & scope clarification(approx. 30 minutes, by phone or video)

    We clarify your goals, the funding eligibility of your property and the realistic scope. We ask about the key parameters — year of construction, living space, previous renovations, age of the heating system, consumption — and you receive a concrete written offer with price and timeline. If the framework conditions fit, we move on to the next step.

  2. BAFA application through the consultant(1–2 weeks preparation, 2–3 weeks BAFA review)

    We submit the funding application in your name using our consultant number on the dena expert register for federal energy efficiency funding. You do not have to work your way through the application portal yourself, do not have to set up BAFA accounts and do not have to understand the funding logic. The BAFA typically confirms within 2 to 3 weeks, and only after this approval do we start the actual consultation — so your funding is secured before any costs arise.

  3. Data collection & on-site appointment(3–4 hours for a single-family home, longer for multi-family)

    We come to your property, take a complete survey, check all relevant building components for U-values and thermal bridges, document the heating and ventilation technology photographically and technically, review your consumption statements from the last three years and record plans, energy certificates and documentation of earlier renovations. For multi-family buildings, the appointments are correspondingly longer and often spread over two days.

  4. Report & consultation meeting(2–3 weeks for preparation, 60–90 minutes handover)

    We prepare the written iSFP report — typically 30 to 50 pages, depending on the complexity of the property — with full balance calculation, catalogue of measures, economic analysis and funding overview. In a structured handover meeting, we go through the report with you, explain the measure packages, the cost-benefit logic and funding options, answer your questions and prioritise jointly, so that at the end it is clear which step comes next.

  5. Funding processing & payout(4–6 weeks from handover to payout)

    We submit all required documentation — consultation report, hours log, proof of use and any supplementary attachments — to the BAFA on time and respond directly to any queries from the authority. After the final review, the subsidy is paid out directly to you as the owner. So you first pay the full consultation fee to us, and the subsidy then flows from the federal government to your account.

What does BAFA energy consulting cost?

The following ranges are gross prices and before deduction of the BAFA subsidy. We always calculate property-specifically, depending on living space, year of construction, complexity of geometry, type of heating system and available documentation — we calculate the post-subsidy net amount in the initial consultation and record it in writing in the offer.

BAFA energy consulting with enbe — listed energy efficiency expert

Marc Strassner, owner of enbe Energieberatung GmbH, is listed on the dena expert register for federal energy efficiency funding. This listing is the formal prerequisite for an energy consultation to be eligible for BAFA funding — and at the same time the prerequisite for KfW construction supervision and for the specialist confirmation for the § 35c tax bonus. We use these listings consistently across all consulting formats, so that you have a single point of contact for BAFA energy consulting, subsequent KfW funding or tax-related claims.

FAQ

What is the difference between BAFA energy consulting and KfW funding?
The BAFA subsidises the consulting service itself — i.e. the preparation of an iSFP for your residential building. The KfW then subsidises the actual implementation: individual renovation measures or efficiency house levels. Both run via the dena expert register and complement each other well. Typical sequence: first the BAFA-subsidised consultation with iSFP, then on this basis the KfW funding for the measures. We accompany both steps from a single source — the reports are structured so that the handover into the KfW application works seamlessly.
Does my consultant have to be BAFA-certified?
Strictly speaking, there is no "BAFA certification". The correct requirement is: the consultant must be listed on the dena expert register for federal energy efficiency funding. This register is maintained by the German Energy Agency on behalf of the federal government and regularly reviews qualification, continuing education and insurance coverage. Only consultations carried out by listed experts are eligible for funding. We are listed — both for EBW and for KfW construction supervision and individual measures.
How high is the BAFA subsidy currently?
The BAFA currently subsidises energy consulting for residential buildings on a pro rata basis — with a grant on the eligible consulting costs, capped by a maximum amount that differs between single-/two-family and multi-family homes. Because the rates and caps change occasionally and are tied to federal budget decisions, we name the currently valid values bindingly in the initial consultation and in our written offer. This way we avoid you relying on an outdated figure from the internet.
How long does the whole process take?
From order placement to paid-out subsidy, 8 to 12 weeks is realistic. The biggest time blocks are the BAFA application review (2–3 weeks), the report preparation after the on-site appointment (2–3 weeks) and the final funding payout (4–6 weeks after report handover). For multi-family buildings, listed properties or special cases, the data capture and calculation phase in particular can take longer. With the order confirmation, you receive a property-specific timeline against which we can be measured.
What will I receive at the end?
You receive a written iSFP report — typically 30 to 50 pages — with current state analysis, renovation roadmap in prioritised measure packages, economic analysis, funding overview and a summary for a quick overview. In addition, we go through the report together in a 60- to 90-minute handover meeting, so that you are really able to act and not just have a PDF in the drawer. On request, we can also provide the report directly to your bank or tax advisor.
Is the iSFP worth it without immediate renovation plans?
Yes, in many cases. The iSFP is valid for 15 years and provides a sound basis for decisions on all future measures — even if you are currently only considering whether and when to act. Additionally, an existing iSFP increases the bonus on individual measure funding in certain constellations, so that later measures tend to receive better funding than without a plan. So anyone who knows that renovation is on the horizon benefits twice from an iSFP prepared early.
Can I combine the BAFA subsidy with the FKG Munich programme?
The City of Munich has its own municipal funding instrument with the Climate-Neutral Buildings programme (FKG), which targets specific measures and often supplements federal funding. The BAFA consulting subsidy is separate from this and usually combinable. Which measure subsidies can be stacked in your specific case — federal, KfW, FKG, possibly tax bonus — we examine in the consulting report on a property-specific basis, including the sequence of application steps, so that no double funding occurs.
What does BAFA energy consulting at enbe cost after the subsidy is deducted?
The net amount after the subsidy depends on the type of building, complexity and the currently valid funding rate. For a single-family home, the typical enbe gross price is between 1,300 € and 1,950 €; after deduction of the BAFA subsidy, a significantly reduced share remains. We transparently work out the effective figures for you in the initial consultation as soon as we apply the currently valid funding rates to your case — including all ancillary costs, so that the written offer contains no hidden items.
Does the BAFA consultation also make sense for landlords?
Definitely. Landlords and investors gain a technical and economic basis for modernisation decisions with the iSFP, a clean line of argument for modernisation levies under § 559 BGB, a basis for ESG and sustainability reporting and a clear funding roadmap.
